Qcom negotiated their rates when they controlled most of the IP for CDMA. They deserved a nice royalty because without them it would not have be a reality. Now, WCDMA is on the scene and QCOM does not have the same negotiating power they once had due to less concentration of IP in their corner. I think that once Nokia signs with Qcom and IDCC, you wont see near the difference in rate. (My guess might be more like 1% for IDCC and 3% for QCOM)
