Revlis--We do not know what the position of the parties was last week or whether they knew in advance the position of the staff. There still could be outstanding serious issues over money or other commercial terms or over simpler things like the public statements that the parties will make over their settlement. To Nokia, a press release could be a very important item. I do not think Nokia wants to be portrayed in the press as an unreasonable bully that takes meritless positions and tries to club companies into submission. Hence the statment about how Nokia likes to settle but relies on the facts. I found Nokia's statement to be interesting in that it did not refer to Interdigital at all but to the reaction of the market. Sometimes when a settlement is reached in principal, the participants agree not to mention anything about the other participant until a joint agreement on the terms of the press release is reached.
At this point, I am not going to speculate on whether the staff report has anything to do with today's statement except for what I stated earlier, i.e. it is reasonable to assume that the staff report does not totally favor Nokia.
