Identical B&As dont guarantee a trade. If buyers and sellers have different sized orders trades dont necessarily occurr, orders still have to be matched for a trade to happen. Also, on the lower boards, MMs are under no obligation to facilitate any trades. If they all decide to go for lunch, then nothing happens!
