that's a very good point! I guess it is possible...but if you consider that the funds for the loan is given to HCPC or ICCC before they close the loan (since they will be the ones creating the bonds for it) wouldn't they have the cash right away even before the loan is closed?
that point I really have no clue about....if HCPC or ICCC do get the funds before the loans are closed then they could already negotiate a private purchase even before they closed the loan....again this is speculation on my part.
