I never said that the Integrity could not be certified in the U.S., it will just not be approved by the FAA as a 20 passenger single engine airplane. reference FAR 23 Part 23.3 Normal Category single engine, Max Gross weight 12,500 lbs. with a limit of nine passengers plus pilot. No matter how influential and intelligent Mr. Van Dyke is, I do not think he will have this rule changed in the FAR's.
