The quiet period description copied from the web is referring to the IPO quiet period - the SEC doesnt want companies puffing up their images as they are about to go public. The quiet period in NSOLs 8-K is referring to a self-imposed limit on insiders' ability to trade because they are or may be in possession of material, non-public information that the public is not privy to.
