Company to Provide Consulting Services to Rollout Global Link's Business Plan

Kinda bugs me.Couldnt resist that.I played that a looong time ago from around .08 to .11 If I remember right.Is that why it dropped? paying with shares?Didnt know it was so low.Does the dilution stop? Can it be a bottom reversal?Are they lining of financing? What kind of financing?I guess some DD is in line and would have to be a real sexy story developing cause theres better places IMO.Maybe a chart play with a reversal for a quick scalp.
