That is a dangerous strategy you are encouraging. The antitrust laws, as applied in the patent field, make clear that you cannot bundle patents and thereby force licensees to take patents they otherwise would not want or need. Now, of course, if a licensee must license all of the patents that is one thing. But, to force a licensee to take all patents, when only some are needed for its products, is a violation of the anitrust laws (particularly Section 1 of the Sherman Act) and quite dangerous.
