The lower the pps goes, the more satisfied the retail investor will be with a spike that minimizes loses, nothing more.

People were posting a minimum of .10 when the price was in the 0.035 - 0.045 range. Now that the MMs have suffocated this price to 0.018, they know retail psychology will be to not chance holding out for such a goal. They have this one, and 95% of all pink/OTC stocks by the short hairs.
