3 day rules are a little different. They auto post your funds as they become available, sometimes those funds are available immediately to spend, some take 1-3 days to settle, depends on each particular trade. The fees are 4.50 per trade, but I get 40 free trades a month ending this month, then I have to start paying the 4.50 per trade.
I would recommend zecco to anyone, it is by far the best online broker I have found. When I had BofA, I had to call them all the time. In the last 6 months, I've only called Zecco once.
