Sounds like someone you talked to was born yesterday and hired today! For that kind of answer I would try to not only get my certs, but my $50 back for the inconvenience! GL

If it was me I would start with the following:

1. Demand that Scottrade sent the certificate since Scottrade already charge your account $50 for the certificate.

2. Tell Scottrade that you will call the HMGP TA to confirm that a certificate or "held electronically" are in your name or your account.

3.Demand that Scottrade put this in writing to you "can't not send a certificate for HMGP but are booked and held electronically".

4. If no positive reply or result by Scottrade, politely indicate to Scottrade that you will seek legal advise in the matter.

One of the above should produce some movement by Scottrade in the right direction for proper resolution.
