If there IS a run before the finalization, shorts NEED the PPS to be as low as possible to save money covering their positions.

You and I cant short this stock... our brokers wont let us. But brokers themselves, MM's, and offshore funds CAN.

Follow the money... who is to profit, and who is to lose? Thats where you find clues.
