I'm rusty on the details, but I believe E-Trade started that back in June around the time of the R/S announcement, followed eventually by Scottrade and Ameritrade. I thought they allowed selling online, but people had to buy by phone. I thought Scottrade and Ameritrade were back to normal now, don't know about E-Trade. I have Ameritrade, but haven't bought any shares of anything for almost a year, so I can't verify.
