The problem with that vaman is that

IF GTEM(Wells Notice) "bought" such rights then GTEM(Wells Notice) would be expected to

if GTEM(Wells Notice) failed to do so then

GTEM(Wells Notice) has no legal rights to such technology.

The question of such rights apparently will be settled in the courts.
