Dudette I think there is only one anwser, If you shares are not shorted than It would go right through, but if your shares are loaned out or borrowed this would cause a long delay as brokers have to buy back and cover your shares be fore you can get your certs.

... to discourage people from getting legitimate certs, it's a cover-up, a conspiracy I tell ya! :)

truthfully, I think it's just plain ole bureaucracy.
