And that's close to what probably happened although the 10K gallons of JRJuice may be high. The problem is that USSE must have its additive EPA registered before it can be sold (or shipped to AgriMax to be sold) and before they can manufacture it to be sold commercially they need whatever permits the MDEQ requires (see Delta Biofuels, USSE's neighbor and the three MDEQ permits they have).
You can avoid the above while the fuel or additive is experimental and in R&D and the end user receives it on that basis. This is why I asked Ron (GeoBio) if he was allowed to commercially sell the fuel for on road use.
