Where does it state that Elisra did this:
"sign a partnering agreement with a company with unproven technology-"
Where is it recorded that anyone signed an agreement to be partners?
Even GTEM was cautious in it's wording and never said it signed anything. It especially has never claimed to be in a partnership with Elisra.
The "teaming agreement", is not a partnership, (in business there is a huge difference) and is meaningless. It is non-binding. There is no legal partnership.
Who knows why? With the dozens of GTEM "agreements", loi, JVs and other projects that never materialized, this latest "teaming" is meaningless. Remember the Russian "agreement?"
Where is the answer to the original question? Does GTEM have a proven and tested ready-to-fly craft? Can you show proof that this exists as a viable product that GTEM currently offers? Is it for sale? links please.
