the distinctinction being confused here is between nominate, and nominated.

earlier a poster said anyone can nominate anyone for the prize, this is not correct, for reference see the official website, and in particular the page at

http://nobelprize.org/nomination/peace/nominators.html

wherein it states

Qualified Nominators – The Nobel Peace Prize
The right to submit proposals for the Nobel Peace Prize, based on the principle of competence and universality, shall by statute be enjoyed by:

1. Members of national assemblies and governments of states;
2. Members of international courts;
3. University rectors; professors of social sciences, history, philosophy, law and theology; directors of peace research institutes and foreign policy institutes;
4. Persons who have been awarded the Nobel Peace Prize;
5. Board members of organizations who have been awarded the Nobel Peace Prize;
6. Active and former members of the Norwegian Nobel Committee; (proposals by members of the Committee to be submitted no later than at the first meeting of the Committee after February 1) and
7. Former advisers appointed by the Norwegian Nobel Institute.

The Nobel Peace Prize may also be awarded to institutions and associations.

Does that clear that up...point being that some john doe from mexico who smokes a corncob pipe while milking cows without a proper visa, 14 ft from the usa/mexico border, full well expecting a 4 stride flight back to the safety of his adobe in ciudarez, should l'emigre, come callin,

well he might just have a little trouble nominating peltier for the prize.....someone of some distinction as per the rules above had to have made that nomination based on some kind of recognition of the work leonard has done.

As for whether or not the 4000 homes are a done deal on paper or in fact are constructed on said tribal lands, I have no idea.

Certainly the information must have come from some kind of official verifiable documentation, for a basis of a nomination to have been formed at the time the nomination was filed.

Which would have had to have been, sometime prior to february 2007, as that is when the deadline for this years nominations was set.
