It sounds like it is for NWOG private but then they mention

In case of a favourable decision in respect of the purchase of "Saratovneftegeofizika," the asset in question will be made part of NWOG Inc. with a view to increase Company capitalization necessary for accessing alternative stock markets.


This makes it sound like they are trying to increase the public company to access other stock markets. Very confusing.
