They called this a deal for NWOG Inc. In a past PR they separated the two by stating

NWOG Inc. (Other OTC:NWOG.PK - News) companies "Neftegazenergo" Ltd. and "North-west Oil Group -- Saratov" Ltd.,

They made it clear that Saratov is the public group while Inc is private
