No clue as to policy. I just assumed any action the SEC takes is due to public pressure. There have been exponential increases in complaints made to congressmen and they call the SEC. I used to assume the complaint form on their web site was good and I've gotten replies on every one of my "sends".
Maybe both, maybe other reasons thrown in too. If you read pinksheets.com, you get the impression they are trying to clean up the market and are starting to sound quite legitimate. The SEC may be in on that party as well.
