Your statement "why aren't they doing that?" is the same as "are you still beating your wife?" There is an assumed fact that is not in evidence. The fact that we are not in on everything at the moment doesn't help, but that doesn't make lack of knowledge equal lack of action.
Are you afraid your going to miss the share price taking off? Or are you showing anger at the possiblility that those that stayed in might succeed?
