If you read the post by penny, it states that TDameritrade will not accept any orders currently to buy JMCP (restricted). Due to some administrative (between TDameritrade & JMCP) issues which apparently should be fixed soon in the near future but no date as to when !!
So for now you can only sell !!!

I did try to buy and it would not accept my order
