Since what you said helps clarify my post...let me add the one CRITICAL CRITICAL thing. The wiggle room will be created in the DARTT thing if it is created by Wave Software being in there as purchaseable management software for the approved (but not certified TPM). This is totally a Catch-22 situation. The clearest example I know of of you can buy it, but you aren;t allowed to buyit.
Talk about poor management....It's amazing Lark is still sane having to deal with this. It's a good thing that NIST isn't running the military ..... or is it?
