Ron, will share a trick I learned the hard way in a marketing experience a long time ago. When you send a letter directly TO a person, you confer complete power to them to do with it as they please. They can read it without concern for what anybody else will think, if they read it at all. On the other hand, if you COPY them on a letter about something THEY DID, and direct the message to someone THEY WILL WORRY ABOUT, the psychological dynamics work to amplify the signal quite a bit.
In the case of your response you may want to consider directing the message to somebody the writer's office will need to be respectful of, and including her on the cc list. Otherwise, IMO the best you can hope for is basically a notice of receipt wrapped in some pretty ribbon.
I find that addressing things like you are doing there to appropriate regulatory authorities with a cc to folks like your govt reps, the AARP, and the individual whose actions you are offended by tends to get better responses(A smoking grenade rolling around under your desk is pretty hard to ignore or to take lightly. LOL!). Just gotta be certain of your facts and of your ability to demonstrate the honorable nature of your completely personal initiative, and then have the grit to stay the course when the bluster comes blowing back.
That's certainly not a tact to be taken without careful consideration and preparation, but when/if you really want to be heard and taken seriously, doing things that way will usually do the trick.
