I'm sure he'll do what he always does. He'll accuse the Dems of doing everything that in actuality HE is doing. He'll say the Dems are failing to fund the war, delaying, and not supporting the troops. He'll also call them defeatist and weak on national security. He'll start waving 911 again, as he's done for six years. (God, I hate any mention of 911 now, because Bush has so totally politicized it.) Meanwhile Cheney will hint that Dems are weak, cowardly and naive in general.
Both of them (guided by Rove) will use this to continue their campaign to shift the blame for the war's failure onto the Dems. As they are forced to accept withdrawal time-tables, they will spin that the war was going well until the Dems lost their nerve.
