*Usually* companies have some sort of a schedule and plan. They had the fuel to test before Freeus was set up in Natchez so the next step logically would have been getting a contract for sales. At that point they would have decided what, where and how much and then built the reactor(s) to produce the fuel. By building/moving Freeus, they put the cart before the horse.

I don't know if you remember, but the whole buildup toward setting up the reactor was under the illusion that sales were there as soon as the reactor was up. Now that the reactor is up, the company is putting out a new communication indicating that they're working on contracts.

No company in their right mind buys a large piece of capital equipment before they've found a use for it--otherwise it's just sitting there doing nothing but depreciating and hoping for an eventual use while that money could instead have been used for other purposes or at least have been earning interest.
