and just exactly how would that help raytheon. We're talking about raytheon's stake in this not globetels. Who cares what it does to globetels balance sheets ? We don't even know if globetel even has balance sheets any more.

That makes no sense at all. If they were to partner on a project they would have no direct interest in GTEM so GTEM's sp increase would have no effect.
