I believe the frequency licenses would be required for the WIMAX signal which provides point to point connectivity for the hub over long distances. For connection to the CPE devices, that frequency is open and is the same used to connect to your wireless hotspot at Starbuck's or your home wireless LAN (ex. 802.11b). DECT is free as well.

DEADHEDED that is incorrect. They are using the wifi frequencies which are unlicensed in Mexico as well as the USA.
