I'll answer my own question: "In summary, while Tesla's Supercharging network primarily charges users for electricity consumed or time spent charging, there are exceptions for specific models and promotional offers. Most users should expect to incur fees when using Tesla's charging stations." My takeaway, which may or may not be accurate: The charge is based on the kwH rate in the area where a vehicle is being charged. If that is not possible, the charging fee is based upon the time it takes. Also, if the car is idle after the charging is completed, there is a fee if the station is more than 50 percent in use. However, that does not seem to be a hard and fast rule. I guess it varies by area and station. Don't take my word for anything other than what is in quotes.
