You pretend to be an expert on the FDA, on the USPTO, and on clinical trials, but you've proven to know very little about any of these.

Let's simplify and take just one misconception of yours:

They could then file for patents on existing products

NO they COULD NOT. If this were true, every drugmaker could file for a new patent on their drug when the existing patent expires, and there would never be generic drugs.

Patents expire, and that particular drug or device or idea becomes public domain. This is a very simple concept. Do you understand this?
