Not necessarily. They are limited to how much they can purchase on a daily basis, and my guess is they are trying to "mask" their purchases as to not goose the stock price too early.

I believe stock buybacks are limited to 25% of average daily trading volume over prior 4 weeks. So roughly 375,000 shares per day limit.
