Insiders can buy\sell at almost any time they please so long as they are not using material non-public information to guide the trade decisions. Insiders typically create\file 10b5-1 plans to absolve them of having to defend themselves against insider trading allegations all together. Lebby purchased after the 10-K was released. I would imagine that's about as good a time as any to make a trade.
