Skywater would be a natural fit in that they are U.S. based, well respected, active in silicon photonics, involved with the Military on high level projects as a trusted partner and they could use another growth engine to further their identity in photonics. I could see the Military being a possible pull customer. If they were involved early and are ready they could grow along with LWLG and probably without as many demands that larger foundries might have. This is all speculation of course but it makes sense to me.
