Saying they've missed dates isn't as clear as saying they've missed nearly all of them. It might even be all of them, I can't think of anything they've actually successfully followed through on.
It's not even just that they've missed dates. That implies deadlines were not met. It's more so that they just quietly abandon their failures and move on to the next big project.
