They have jump around to so many entities it's dizzying. Seems like it is a way of collecting capital then jumping to the next to collect more, while leaving past shareholder's hanging. Pretty sure WYOTech owns the "magnetic propulsion" technology, which then gave exclusive license to IEC. Not sure what the arrangement of IEC and Quantum is, but seems like it was a similar arrangement. Now, possibly Quantum will give rights to FLCX? Or maybe they don't even care about transferring the IP formally at this point? I don't know. But if FLCX goes full steam ahead with manufacturing/installing units (which there is serious doubt that they ever will), then they will have cheated every shareholder in the past companies that supposedly had the rights to the technology.
