Thinking about this just announced policy more, I wonder if it might (also) prevent intimidation by third parties.

Remembering back before NYAS, when Dr. Liau was apparently intimidated, one would not want NWBO intimidated or leveraged into not disclosing the MHRA decision promptly.
Because MHRA will publish it regardless, this would make intimidation or leveraging by third parties, against NWBO, futile.
