Major oil companies and disciplined companies and project developers won't be doing hydrogen projects until the 45v rules are concrete and much more beneficial than the Treasury early draft.
BP and Exxon's VPs of hydrogen both state that the ROI is not there and the risks are too high for doing large hydrogen projects.
So 2024 will a partial win at best, just look at PLUG's inventory . No one is buying big without 45v certainty.
