Since I posted the question I have been on with CHUCKEY and here is the ANSWER I WAS GIVEN by their legal and research depts...

FORM 4's ONLY REFLECT what an officer has purchased AS A CORP OFFICER since he became an officer OF THE CORP, NOT ANY OF THE SHARES he previously held and purchased PRIOR TO becoming an officer of the corp. AND any shares he MAY have bought before becoming an officer are NOT REPORTED IN HIS AGGREGATE HOLDINGs shown in a form 4 filing

SO we have no idea if he did or did NOT hold prior or possibly buy in the 4-7$ range or not

I'm thinking artificially propped up to make current administration look good going into election.
