MM's pull the price down when a decent market order comes in or they just market a sale on their own. They do it to build up their inventory of stock to sell at higher prices. They also do it to pull out any stop losses.
On occasion it can be construed as bullish, since MM's are prepping for a resurgence. Since the MC is at a low, it's likely that we're in for another bump or surge, depending upon any meaningful news release.
