No, the actual language is :

The assessment process will run in two phases totalling 150 days with an intervening clock-off period between phase I and phase II, if required.



The "if required" clearly applies to the clock off period. The sentence would make no sense if applied to phase II.

But whatever. I love all the hype pushing for early approvals.

The “if needed” is in regards to the clock off period, not Phase 2. Don’t be obtuse.
