The Outlook client for Windows will not let you open a link in a message that is in your junk folder. It's likely the same on the Mac. This is by design.

Not at all. For more than 20 years, I've been opening messages in my junk mail when I want to. I've only moved them to my inbox, or to a folder, when I wanted to. And for that matter, I can still open them. What I can't do is open an internal like in the junk mail in question. For example: If I open an email from Serious Eats, and I want to read a recipe featured in it, when I click, I get the annoying message I described and linked here. That only began on Tuesday.

If there are messages from senders that you don't want cluttering your inbox, rather than flag the messages as junk, set up a rule in Outlook that puts the messages in a designated folder (name it Stuff I'll look at later, for example).

Basically, that's what I did late last night. But it's annoying that I had to. I really don't think Chester ever really understood what the problem was.
