The comparative brachytherapy is targeting late stage cancer only to extend life somewhat where the patient has nothing to lose. RDGL is targeting early cancer with Radiogel, so of course, FDA holds it to a much higher standard. Just common sense.
The only one slow walking this is MK. Again, it's not FDA's fault he takes months and years to respond to their concerns.
