Maybe because, as ML is continuously stating, Companies need to wait for those tests that prove that the final product is reliable enough??

Getting stuff from vendor to Tier1 production can be a 2+ year journey. By the time it's ready at the foundry, Tier1s are just starting to scope it into their designs. With long hardware dev cycles, it could be a while before we see these in Tier1 production
