So, in otherwards OTC Securites are not considered NMS Securities?

I wrote E-trade explaining this to them. I am waiting for their answer back to me.

If this is required for OTC securities and all traders who exceed 2 million shares in a day, or 20 million shares in 30 days will have to file form 13h-1.

I can see this rule if it applies to the OTC completely decimating the OTC volume.
