Several companies do PR the initiation of a rolling NDA submission. However, in context of the posts on the subject it seems some believe the rolling submission has been completed and thus a PR would be issued in close to 100% of cases.
The few companies that don’t is of course motivated by frying the shorts to a crisp by surprise approval PR. /sarc
