A) "Mark Miller/Kilchesky" acted alone and stole his brother's identities to cover his crimes or

B) His brothers were complicit/ co-conspirators in his scheme yet evaded punishment.

Which is it?

Either way, you're asserting the SEC and DOJ doesn't know the true identity of who they prosecuted and sent to prison.
