I believe your response to Steady T is correct and it seems a bit confusing to many because of the way settlements on trades occur along with SEC requirements on following Reg Sho reporting.
1) If Reg Sho was followed by the MM's who use this most of the time because of their SEC exemption of "NAKED SHORTSELLING"...the mms' think they can effectively hide this with in and out trading creating new timelines that the SEC is not able (or not willing) to follow.
2) This allows the hedge funds to play this game easily by working with the mm's....unless the buying interests are so strong that the mm's are trapped.
Again, should the SEC decide to correct the settlement on trades to occur each day and enforce reporting to the SEC immediately....it probably will not happen.
