Yes I know you are focused on The meaning of accepted in to foundry PDK’s but this is so easily could mean that he already has it accepted in 3 foundries and now he is going after as many as he can and so is:

currently working to have our fabrication processes accepted into foundry PDKs

everywhere he can.

This interpretation is quite possible and cannot be dismissed.

Now you are left explaining how it is that modulators have come back from foundries without operational PDK’s. Go ahead and explain that one. It’s not going to be easy to explain why the foundry would be willing to give up the multi-million dollar machinery devoted to making semi-conductors for making a modulator or 2 for Lightwave. It ain’t going to happen that way.

Now follow up be explaining why a dozen modulators from foundries would go through extensive prolonged Acclerated Life Testing if they aren’t modulators that have gone through an operational PDK’s. How would the industry interpret these extensive results? I can hear the OEM’s saying. “Okay now that is nice to see modulators from foundries but we’ll wait until their PDK’s are finished. Geez they came from the foundries and anything done through a foundry has to be done through a PDK. There is no other way for a foundry to do it.

A PDK is a set of instructions used telling the foundry how to make them. No PDK = no makey modulator.
