Many were previous (ie the 501 )...and the recent shares for the raise were issued without reg..so they are automatically restricted. It was also deemed a shell previously which adds further restrictions on resale. The new owners have a lockup..so a S-1 has no bearing at this time.
There is not going to be any rush here at all...when things get cleared up...the news will do wonders. Of course, the OTC venue pretty much sucks ass' now. It's never been this bad ..ever. At least since broadband and the move from fraction to decimal.
Quite frankly, I have never seen this poor of a performance via all OTC quoted securities....EVER!
